SOLUTIONS FOR MOBILIZING LAND RESOURCES FOR NEW RURAL DEVELOPMENT IN BAO LAC DISTRICT, CAO BANG PROVINCE

Abstract

Bao Lac District has proactively mobilized over 282,000 m² of land from local contributions to support the implementation of the Rural Development Program (RDP). This land area is primarily used for expanding the rural transportation system, constructing cultural houses, schools, and irrigation canals, aimed at supporting agricultural production, improving the living standards of residents, and promoting sustainable development in the region. The article analyzes four key factors that influence land resource mobilization in Bảo Lạc District, including: the mechanisms and policies for program management; community awareness of the rural development program; the capacity of grassroots officials in implementing the program; and the economic conditions of households. Based on the findings from the current situation and analysis of the influencing factors, the article proposes five solutions to enhance the effectiveness of land resource mobilization for rural development in Bảo Lạc District: strengthening communication and community advocacy efforts; improving the capacity of grassroots officials; reinforcing leadership from the Party committee and program steering committee; improving mechanisms and policies that encourage land resource mobilization; and enhancing the monitoring and supervision of the land resource mobilization process.
